Gender and Development (GAD) Plan and Budget

Gender and Development (GAD) Plan and Budget is a systematically designed set of programs, projects and activities with corresponding budget carried out by agencies over a given period of time to address the gender issues and concerns in their respective sectors and constituents.

It also systematizes an agency’s approach to gender mainstreaming and women’s empowerment. GAD programs and projects are included in the annual expenditure program. All departments, including their attached agencies, offices, bureaus, State Universities and Colleges (SUCs), government-owned and controlled corporations (GOCCs), local government units (LGUs) and other instrumentalities shall formulate their GAD plans designed to address gender issues within their concerned sectors or mandate and to implement the same by utilizing at least five percent (5 percent) of their total budget appropriations.

Ideally, GAD plans and budgets of agencies/SUCs/GOCCs should have been reviewed and endorsed by the National Commission on the Role of Filipino Women (NCRFW) before submitting the same to the Department of Budget and Management (DBM) along with the agency budget proposals. In practice, the NCRFW reviews and endorses GAD plans and budgets for as long as the DBM is still reviewing the budget proposals of said government institutions.

GAD plan and budget should integrate gender perspective and explicit reflection of the provisions of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) particularly, the CEDAW Committee’s Concluding Comments and Recommendations in all efforts aimed at the achievement of the Millennium Development Goals (MDGs); lessen the adverse impact of trade liberalization on the living and working conditions of women; enhance situation of women in informal economy; and mainstream GAD in the bureaucracy particularly by enhancing existing structural mechanisms to accelerate mainstreaming of GAD.

The plan must also strengthen women’s role in promoting gender-responsive governance particularly by enhancing women’s role in anti-corruption programs and developing mechanisms for monitoring fiscal operations.
